Check out thisĀ post over at UIE’s Brain Sparks. It’s a re-publish of something from 2003 but has some good points.
My comment on the post is pointed at a missing reference: What role does “production value” or “macro design” have in audience acceptance of a web property’s design?

My experience: When working with certain pharma apps, the UI functionality was based on seconds of time entry for the user. Seconds per customer filling orders and obtaining insurance data, CC#’s, etc. Our users had 10 pages of info to click through at times. The interfaces had to be similar, consistent, yet differentiated enough for the user to know which page they were actually on. Our UI’s were tested and implemented or tested and discarded based on time. Time was money, and a 3 second difference meant thousands of dollars over the course of a year. Graphic Design & Functionality work hand in hand.
